Dentro de las causas del déficit revisadas, se hace especial énfasis en el problema del fondo común de recursos. Una contribución de este trabajo es una reinterpretación teórica de este problema en términos de la noción de precios tributarios". De otra parte, el espíritu general de las recomendaciones es garantizar un ministro de Hacienda independiente y un proceso presupuestal "de arriba hacia abajo", que sea capaz de centralizar todas las decisiones presupuestales."In this work we take as starting point the state of the art on the causes of a persistent fiscal deficit, the relationship between institutional design and budget performance and the empirical evidence on these issues to make suggestions of reform to the Colombian budget process. Among the causes reviewed of the deficit, we stress the common pool of resources problem. A contribution of this work is a theoretical reinterpretation of this problem in terms of the notion of “tax prices”.
