El objetivo de la presente investigación es estudiar la gestión de las diez Corporaciones Autónomas Regionales (CAR) y las de Desarrollo Sostenible (CDS) del Caribe colombiano, como una manera de aproximarse a su desempeño y conocer cuáles han sido sus principales fortalezas y limitaciones en el cumplimiento de sus funciones. Así mismo, determinar si en los presupuestos de estas corporaciones se reproducen las desigualdades regionales que están presentes tanto en el Producto Interno Bruto como en el Presupuesto General de la Nación. El estudio es relevante dado que los problemas ambientales crecientes y la restricción presupuestal han llevado a una crisis financiera de las entidades del sector ambiental, acentuada en las CDS y aquellas que tienen jurisdicción sobre ecosistemas frágiles y zonas escasamente pobladas. En tal sentido, los recursos del Fondo de Compensación Ambiental y del Presupuesto General de la Nación deben fortalecer las inversiones en estas corporaciones.

The purpose of this paper is to inquire on the administration and performance of the Regional Autonomous Corporations (CAR) and the Sustained Development Corp. (CDS) which have jurisdiction over the Caribbean Region. This document points out some of the administrative strengths and constraints of the Corporations, and explores whether the funds of the Corporations have mimicked the regional imbalances observed in the Gross Domestic Product as well as the National Budget. The relevance of the paper is related to the financial crisis of the entities in charge of protecting environment in Colombia, in particular, in the CDS and those Corporations with jurisdiction over weak ecosystems and sparse populations. In this sense, the resources of the Environmental Compensation Fund and the National Budget should improve the investment of those Corporations.
